Crossroads Communities (CRC) is pleased to announce the release of Request for Qualifications (RFQ) #26-01 for the Statewide Shelter Program (SSP), funded through Oregon Housing and Community Services (OHCS) under House Bill 5011.
As the Regional Coordinator for Linn County beginning July 1, 2026, Crossroads Communities is seeking qualified organizations to partner in delivering critical shelter and housing-focused services to individuals and families experiencing homelessness. Through this RFQ process, organizations may be selected to provide emergency shelter services, Safe Temporary Emergency Placement Sites (STEPS), street outreach and engagement, and housing-focused case management and navigation.
CRC acknowledges the short time frame for this proposal, as such we have elected to do an RFQ rather than an RFP, because time is of the essence. If your organization is selected, you will need to be prepared to negotiate your contract on Monday, June 29th. This RFQ focuses on qualifications rather than program design. Respondents should demonstrate the experience, capacity, and infrastructure to operate within a participant-centered, equity-driven, trauma-informed framework that meets CRC and OHCS standards.
This qualifications-based process is designed to identify organizations with the experience, infrastructure, and commitment to provide participant-centered, trauma-informed, equitable, and effective services that align with Statewide Shelter Program requirements and community needs. Both current providers and new applicants are encouraged to apply.

- Q1: Can contract negotiation take place on days other than June 29 and 30?
- A1: OHCS has strict guidelines that services must begin on July 1st. If a potential subrecipient is unable to arrange for contract negotiation on the 29th and 30th, please reach out to CRC as soon as possible to discuss alternative arrangements.
- Q2: Are there length requirements for the RFQ responses—e.g., a minimum or maximum word or character count per answer, or a total page limit for the application?
- A2: There is no minimum or maximum word or page count. Our aim is to keep the application process easy, so please answer each question to the level of detail you feel best and most completely addresses it. Due to the short turnaround time, we would appreciate brevity.
- Q3: CRC will notify organizations about award decisions on Friday, June 26, and then organizations will be expected to provide services starting Wednesday, July 1. What can we expect regarding possible award amounts?
- A3: For returning partners, our initial objective is to at least match previous award utilization as closely as possible.
- Q4: Is this RFQ specifically for the 2026–2027 operating year, or for a two-year biennium from 2026–2028?
- A4: This RFQ is for the operating year beginning July 1, 2026 through June 30, 2027. When CRC was recognized as the Regional Shelter Coordinator for Linn County, it was during the 2025–2027 biennium.
