Crossroads Communities is dedicated to helping people overcome the challenges of life that have moved them out of the mainstream. This is accomplished by providing a connection to services in the area for Veterans and those facing houselessness, domestic violence, substance abuse, mental illness and other challenges. The primary objective is to remove barriers to those seeking aid.
Creating change requires massive effort. To that end, CRC is working with local organizations such as the Oregon Department of Veteran Affairs (ODVA), PNW Adult and Teen Challenge, Benton Dental Group, Community Services Consortium (CSC), The YMCA, Linn-Benton Community College (LBCC) and C.H.A.N.C.E. among others.

The Lebanon Area Service Advocacy and Resource Partnership
(THE L.A.S.A.R. PARTNERSHIP)
LASAR is a collaboration between Samaritan Health, the LCSD Welcome Center, faith-based organizations, local non-profits,
social service agencies, local businesses, & county agencies and it is operated and administrated by Crossroads Communities.
The team meets monthly (excluding summer break) to network, share resources, identify urgent needs, & develop strategic
solutions to prevent individuals and families from falling deeper into financial crisis.
The focus is on helping those who are dealing with instability in their life and can manage a turnaround if they have “just a little extra help”.
The Partnership is able to support a variety of local projects and needs each year, including:
The amount directly funded through L.A.S.A.R. Partnership will be capped at $500.

- Urgent Needs: emergency housing or utility assistance.
- Basic Needs: food, clothing, prescriptions, and personal items.
- Community Development: community events and activities.
- Education: classes, tuition, fees, literacy programs for adults or children.
- Extracurricular Activities: Fees, materials, clothing or shoes needed for participation in extracurricular activities.
- Youth Development: leadership/learning opportunities not part of regular school programs.
The amount directly funded through L.A.S.A.R. Partnership will be capped at $500.
- CRC will have supplemental funds to provide additional support if needed.
- LASAR funding is designed to be a final funding source, not a primary one.
L.A.S.A.R. Funding Request, Goals
- Provide one-time, immediate financial aid for rent, utilities, social needs, transportation,
and critical services to individuals and families in need. - Utilize support as a tracking system to make sure assistance provided is making a long-term difference.
- Increase awareness & accessibility of services for in-need community members.
- Ensure that all assistance provided is structured to prevent repeated financial crises and that clients’ needs are sustainable.
- Leverage community funds so that the LASAR Partnership is not the only source of support.
Requests from Individuals:
- Individuals must be sponsored by a LASAR Partner; individuals may not submit a request on their own.
Requests up to $500 will be considered. - The recipient of assistance must be otherwise stable; these funds are not for ongoing funding needs for clients.
- For requests regarding ongoing costs (rent or utilities, for example), a statement of stability needs to be included
in any application with an explanation as to why this is a one-time exception. - Clients can only be considered once a year for any given need.

The CRC Transportation Program (Marion & Polk Counties)
- Only available in Marion & Polk counties starting January 2026
- ADA compliant minivan with a rear-mounted wheelchair ramp
- Free transport within approved regions
- Fees may apply for destinations outside the approved service area
- Prior day notice preferred but not required, same day requests are subject to availability
- Standard Operating Hours are 9:00 AM to 5:00 PM Monday through Friday

Cascade Cottages, formerly known as the Milton Street Apartments, is already making a significant impact in the Lebanon community. Once known for illegal drug activity and as a location for criminal behavior, it has now transformed into a thriving, proud community where residents take pride in their homes. The apartments have gone through extensive renovations, including thorough cleaning, fresh paint, new insulation, updated plumbing and electrical systems, including new electrical panels. Additionally, they have new heating and cooling systems, updated flooring, and are fully equipped for cable and internet access.
An on-site manager and program director, who also serves as a Community Health Worker, is available to assist residents and ensure they have the resources and support they need. This transformation has not only improved the physical living conditions but also contributed to the overall well-being and stability of the residents, fostering a stronger, healthier community.

Our newest property is a 10-bedroom unit being utilized as transitional housing. This home serves two key purposes: Providing a temporary place for individuals finishing substance use treatment who need housing before securing permanent accommodation, and offering a safe, indoor space for homeless patients referred by Samaritan Hospitals. These patients do not require nursing care but need a place to rest and recover, which will help reduce hospital bed usage and alleviate pressure on our local emergency rooms, ultimately improving access and reducing wait times for other patients.

Hot meals from the Lebanon Soup Kitchen

Residents of Applegate Landing and Cascade Cottages who have nutritional insecurity and lack transportation can receive free meals prepared by the Lebanon Soup Kitchen on Wednesdays and Fridays. Contact CRC on-site to sign up. Must sign a monthly statement of need form. Limit one meal per person.
